Tribunal administratif du logement (TAL): offices, addresses and procedures
The Tribunal administratif du logement (TAL) is the specialized tribunal that decides disputes between tenants and landlords in Quebec: rent setting and increases, lease resiliation, unpaid rent, repairs, repossession of a dwelling, unfit housing. In English it is often called the Quebec rental board, the rental tribunal or the housing tribunal. You may know it by its former name: the Régie du logement, which became the TAL on August 31, 2020.
The tribunal has about thirty offices and service points across Quebec. Services are offered by appointment, which you can book online or by phone: 514 873-2245 (Montréal, Laval, Longueuil) or 1 800 683-2245 (toll-free, other regions).

Sending a document to the tribunal
No mail should be sent to the regional office addresses. Anything mailed to the tribunal must go to the head office: Village olympique, 5199, rue Sherbrooke Est, bureau 2360, Montréal (Québec) H1T 3X1. Most applications can also be filed and paid online, without travelling.
Before the TAL: the demand letter
In most housing disputes, the first step isn't the tribunal: it's the demand letter (mise en demeure). This formal letter, required in writing by article 1595 of the Civil Code of Québec, sets out the facts, what you're asking for and a deadline to comply. It shows your good faith and often settles the conflict without a hearing.

Yes, services at TAL offices are offered by appointment. Appointments are booked online on the tribunal's website or by phone. Several procedures, including filing an application, can also be done entirely online.
What should I do before filing an application with the TAL?
Gather your evidence (lease, photos, written exchanges) and send the other party a demand letter. Article 1595 of the Civil Code of Québec requires that demand to be made in writing, with a sufficient deadline to comply. Many disputes settle at this stage, without a hearing.
